Dr. Karen Chan has served in the higher education sector for 30+ years, and her research explores the tensions between academic quality and the rise of managerialism in modern university management.

 

Dr. Karen Chan began her career in higher education in 1981 as an assistant to the president at Hong Kong Baptist University (then Hong Kong Baptist College). Her experiences and observations on the growth and success of Hong Kong Baptist University has contributed to her keen academic interest in modern university management and its challenges of quality assurance, accountability, and the tension between the academic world and the new demands of the society on higher education for value-addedness, efficiency, and productivity.

Dr. Chan's research explores whether a balance could be struck between the two sides, the academic world and society at large: concerns over quality, efficiency and accountability on the one hand, and the upholding of traditional academic values of autonomy, collegial rule and self-regulation on the other.

After serving 22 years as head and then director of personnel at Hong Kong Baptist University, Dr. Chan went on to become vice president (organizational development) of Hang Seng Management College (HSMC) in 2011. Among her many efforts at HSMC, she has re-structured the institutional management infrastructures, led the institutional strategic planning process, and worked closely with the academic team to prepare for the College’s various accreditation exercises, which led to HSMC acquiring the private university title in 2017 and becoming the Hang Seng University of Hong Kong in 2018.

  • Invited guest lecture on “Performance Management” at a Master’s Degree Programme on Recreational Management, organized by the Physical Education Department, Hong Kong Baptist University, 2008-2010.

  • Published a Paper on “The Difficulties and Dilemma of Constructing a Model for Teacher Evaluation in Higher Education, Higher Education Management, Journal of Institutional Management in Higher Education (IMHE), Organisation for Economic Co-operationand Development (OECD), (2001) Vol 13, No.1, pp 93-111.
