Since 2013, the ‘One Belt One Road’ (OBOR) initiative has gradually drawn broader international discussions on its motivations, orientations and possibilities from both the academic and the policy circles. Drawing from an array of perspectives deriving from geopolitics, international relations, economics and finance, I wish to unpack the main strategic considerations, operational gist and visions of the Chinese government and its implications to Hong Kong, against the larger backdrop of the post-war U.S.-led international order and geopolitical shifts.
While I wish to illustrate a number of country-based case studies from Europe and Asia, I wish to ponder a critical question for Hong Kong: what can we get out from this ongoing dynamics? As an attempt to go eyond the usual political fault-line established before the 2014 umbrella movement, I wish to ponder: what alternative new strategies can we devise for Hong Kong?
My intention is two-fold. First, I intend to side-step the problematic antagonism that has been dividing and hurting us. Second, I intend to sustain a neutral space for encouraging new strategic thinking for Hong Kong. It doesn’t really matter whether one’s strategy is ‘good’ or ‘bad’, workable or not; it is more important to keep thinking and finding new possibilities.
